How does one make a solid from a collection of wires?

UPDATE: I have two shapes and I am trying to use BRepAlgoAPI_Cut.
1: COMPOUND
2: COMPOUND
1: Shell
2: No Shell
1: Faces
2: No Faces
1: Wires
2: Wires
So the only common ground between them is that they both have wires. So Would it work if I make a shell from 2's wires? and if so how does one do this?
